Summary:
In 1927, a third plan -- similar in scope to the 1923 proposal -- was presented by the president of the Chicago Surface Lines, Mr. Henry A. Blair. The Chicago Area Transportation Study's first regional Chicago transportation plan, published in 1962, described the 1923 plan this way:
The Blair plan was quite similar in general scale and coverage to the 1923 and 1916 plans. Differences were those of detail and priority. Problems similar to those of the preceding plans lay behind this proposal -- the problems of consolidating surface and rapid transit systems and of financing expansion. It was apparent now that further transit expansion required cooperative public and private investment and that a substantial public works program would be needed to construct the proposed subways.
